The official leaked document (which I won't post) states the reasons for turning down the offer on the TOR-M1s as the following: - Outdated, 1 year left for their date of expiry. - Their value (€13M per unit) is the double of a brand new unit.

Finally, if TOR-M1s are "outdated and approaching their expiry date in 1 year," why did the Armenian MoD opt for OSA which, to simplify it, is the grandfather of TOR-M1? Quantity over quality?
