戦闘により不必要な苦しみが民間人にもたらされないよう、当局は戦闘手段や方法について事前通告をする義務があります。国際人道法の守護者と言われる私たちICRCが、イスラエル／パレスチナの当局に呼びかけているのは、そのためです。

大学の講演でもよく話すのですが、私たちは、中立性を保つために、武力紛争自体の善悪や正当性についての判断は一切下しません。戦争の根絶を訴えかける運動ではなく、現実として目の前で紛争の犠牲を強いられている人々を援助し続ける。これは、150年間変わることのないICRCの基本姿勢です。
