Bazel をインターネット接続なしで使うのはたぶん出来ると思うけど、ワークスペースのインポートができないので、ライブラリを使うのが面倒なことになりそう。

I've just contributed a Dockerfile to build solutions with Bazel. I verified it only with C++ programs so if anyone is going to use Bazel for other languages I recommend checking it out before the contest starts. #icfpcontest2020 github.com/icfpcontest202…
