なぜ山が崩れるのか。かつて「放置人工林が原因」という話を聞き、崩れた現場をいくつか見に行きました。しかし、実際には皆伐した場所、強度に間伐した場所、林道、作業道からの斜面崩壊が圧倒的に多いです。見に行ってください。

森林は儲ける林業だけのものではない。観光、防災、生態系保全の面もある。本来、地方には地方独特の気候風土があり、岩の種類も違えば、その割れ方、風化の仕方も異なる。植物や動物の種類もまた違う。その地方独特の自然のあり方を大切にすべきであり、その方法を実施できる人の育成が急務だ。

水道も森林も民間に任せればすべてうまくいくと考えられるが本当か。確かに稼ぐ産業としての林業がないと地域は疲弊し、山は崩れる。しかし、その方法は地域ごとに工夫を凝らしたやり方で行われるべき。短期的な生産量を追い求める大企業のやり方ではなく、小規模な林業者のやり方もある。

昨日、「林業を成長産業に」という会議に呼ばれた。「森が放置されている」「伐採しよう」と繰り返されていた。だが、それ以上に乱暴に切られることのほうが問題だ。近年バイオマス発電用の木材需要が増え、皆伐が増加している。大型機械を入れる作業道も作られた。こうしたことが土砂災害につながる。
