ここまでで，既に８か国が死刑停止ないし廃止を勧告。オランダ，ノルウェー，ポルトガル，ルワンダ，スロバキア，スロベニア，スペイン，スイス。スペインとスイスは明確にダイヨーカンゴク（代用監獄）の見直し（スペイン）廃止（スイス）も。ノルウェーは拘禁制度という言い方で言及。

中間で死刑につき法務省から回答。モラトリアムにつき，制度として導入することは各国が独自に決定すべき事項であり，世論の動向等を踏まえ，適当ではない。事実上のモラトリアムについては，確定裁判の執行は厳正にする必要があり，裁判所が言い渡した判決については法に従って慎重かつ適切に，と。

きちんと「勧告」した国ということだと死刑関係は２３か国？正確には金曜の夜中にまたレポートをチェックしなければならないが，第１回審査の９か国を上回るのが最低限の目標だったので大幅クリア。要はそれほどひどい状況だということだ。刑務所処遇，代監の勧告も出て一安心，しかし問題はこれから。
